We stayed at the Three Flags RV Park right off Interstate 90 in the town of Blackhawk in August, 2011. The park is located right outside Rapid City, South Dakota, and is situated ideally for visiting Mount Rushmore. They also are members of Passport America and are decently priced for campgrounds in the area.
We stayed two nights. The management was great, giving us maps and advice on attractions to see in the area. There was ice available to purchase at reasonable prices in the office. The park was well maintained and clean.
We had trouble locating the “three flags” that the park is named after, but finally found them (smaller than anticipated with a name like that!) facing the highway. You do get highway noise all day and night, and a very loud train goes by right in front of the park at least once a day.
The bathrooms were spacious and clean. They had plenty of stalls and showers and the handsoap was full! (A rare thing, it seems, with traveling) The showers had a sign that said they were cleaned between 11am-1pm, and by golly, they really seemed like they were, indeed, cleaned regularly.
If you're planning a visit, follow the directions for getting there on the Passport America website; the location didn't map on our GPS or on Google Maps. It's really not hard to find.
