It is our opinion that the best RV domicile state for families is Texas. When we first started our RV travel with kids, we chose Texas as our domicile, and have been very happy with it.
The nice thing about having no ties to any state is the ability to choose your RV domicile, or RV home base. You can find a state that offers the best set of options for you and your family, depending on your individual needs.
